What Is a Sustainable Design Assessment?

A Sustainable Design Assessment (SDA) is a council-level planning requirement, most commonly seen across Victorian councils, for medium-to-large residential and mixed-use developments. Unlike single-issue assessments, an SDA takes a whole-of-project view: energy performance, water efficiency, waste management, indoor environment quality, transport and biodiversity impact are all evaluated against council-specific benchmarks.

The assessment is submitted alongside your planning application (often called a Sustainable Design Assessment or Sustainability Management Plan, depending on the council) and demonstrates that your development meets local sustainability policy before a permit is issued.

Who Needs an SDA?

• Multi-unit residential developments -- apartments, townhouse developments and larger subdivisions
• Mixed-use developments -- where council sustainability policy applies to the whole site
• Commercial and institutional projects -- subject to local environmentally sustainable design policy
• Any development where council has flagged an SDA as a condition of a planning permit application
